Matt is a Principal at OWI. Immediately prior to OWI, Matt was embedded with the team that India’s national biometric identity program, Aadhaar, where he was studying India’s approach to digital infrastructure in support of the launch of a new effort by the Rockefeller Foundation. He has deep international experience, having led USAID’s policy and partnership activities related to fintech and financial inclusion. While there he launched several new programs, including a first-of-its-kind accelerator program to enable emerging market regulators to adopt regtech and a program in India focused on leveraging fintech for downmarket benefits for the country’s poor and marginalized. Prior to that, Matt was a banking regulator at the FDIC, and he started his career as a consultant at Deloitte. Matt received his Master’s in Public Policy from Harvard University.
